The Oversimplification barrier to getting an Enterprise to mature its Transformation capability is that many Enterprises have a compulsion to reduce things to the point of uselessness.

In general (in the Transformation domain), people have the drive to want to do the absolute minimum. And that basic feeling is cultured by Management’s insatiable appetite for quick wins and low hanging fruit. That’s not necessarily a bad thing. Architects do it all the time - reducing things to the simplest and most fundamentally important parts. The problem is, when you reduce things to the minimum and still people ask, “Hmmm - OK - I understand, but can’t we just do something smaller?”

PEAF was created in 2008 and contains ONLY the things that need to be addressed otherwise failure is extremely likely. This is based on first-hand experience, by observing failure and creating things to stop others making the same mistakes. Ergo, PEAF is already the smallest set of things that need to be done to have a very good chance of success. However, this does not stop people always asking, “Hmmm - OK - I understand, but can’t we just do something smaller?” The simple answer is No. The only caveat I put on that is Governance & Lobbying, which is one self-contained area that could be improved without regard to anything else in PEAF. Although, having said that, ignoring the cultural aspects will likely guarantee failure.
