Firstly, at a general level, POET recognises that Why and How actually exist from level to level rather than just as a column. For each level, How that level is achieved is defined by the level below it and Why that level is the way it is, is defined by the level above it.

Secondly, in general terms, it would seem sensible that the Why column should map to the Motivation column of MAGMA - however, examining the descriptions in each of the cells under the Why column reveals a mixture of Means and Ends, hence the Why column actually maps to the Motivation and Actions columns of MAGMA.

Finally, rows 1 and 2 of the Why column speak specifically of Business Means and Business Ends, hence they actually map to the Motivation (ends) and Actions (means) of only the Strategising level of POET.
